…But an exchange of embassies still leaves numerous other outstanding issues to be resolved. The most pressing demand of anti-Syrian Lebanese politicians is the demarcation of Lebanon’s border with Syria.

The border was drawn up by French military geographers in 1920 and generally follows the peaks of the Anti-Lebanon mountain chain. But its path has never been clearly marked on the ground with border pillars, giving rise to numerous local disputes between Syrian and Lebanese landowners. A report put out by an anti-Syrian advocacy group last year claimed that Syria still occupies at least 460sq km of Lebanese territory along the border….

Haaretz editorial on the meaning of Assad's Embrace by France

….The disdainful attitude shown by Israel with regard to Assad's leadership ability, at the inspiration of the Americans, apparently came to an end, along with the conclusion of George W. Bush's term.

Assad demonstrated control of the situation, and with perfect timing brought about the establishment of a unity government in Lebanon a few days before he was invited to attend the Bastille Day military parade. In the eyes of the Europeans, he is perceived today as a leader who can mediate between them and Iran, who can make decisions and put them into effect. The aim is to get him to lead Syria in a direction that fits both his own interests and those of the West. ….

The price for not having peace with Syria became clear in the Second Lebanon War, and it is likely to become clear in the third and fourth war in the region. An improvement in relations with any of the Arab countries contributes to Israel's security more than any reservoir of weapons that Israel has at its disposal.

Israeli activists push for peace with Syria …. Under the banner "Peace with Syria", members of the Israel-Syria Peace Society held a meeting at the Dan Panorama on Monday evening, only hours after the Syrian president made his remarks in France.

"We need to change the image of Syria as an enemy to one of a neighbor," said Prof. Moshe Maoz, one of the event's keynote speakers. "This is an issue of interests on both sides, and it is in both of our interests to negotiate a peace agreement."

"A peace deal with Syria would have to include the Golan Heights," Liel said. "But we have to understand what we'd be getting in return. The Golan is not just for peace with Syria, the Golan Heights is the key to peace with the Lebanese and the Palestinians, and other Arab states that will take the Arab world away from Iran, and in effect, isolate Iran."

"However," Liel continued, "if we don't make peace with Syria, they will fall deeper and deeper into their relationship with Iran, and with Hizbullah, and with Hamas." The crowd was responsive to all the speakers, and organizers said this was a positive sign. But their real test, one organizer told The Jerusalem Post, was to "get the message to people on the street, this is what we are truly hoping to do."

The Caliph of Damascus celebrated the overthrow of the French king yesterday. Bashar al-Assad looked quite at home, standing in his pale blue suit, wearing those inevitable Baathist sunglasses, occasionally clapping the precision drill of the French regiments in front of him, some of whom spent decades repressing Arab nations.

The 1st Regiment of Spahis must surely have been of interest. Was it not this same French army which overthrew the first independent Arab government of Syria in 1920, coldly executing the minister of defence every bit as brutally as their predecessors chopped off Louis XVI's head? But Bashar looked every inch the self-confident President of Syria. As well he might.

Who could have imagined, just six months ago, that the man accused of Rafiq Hariri's murder – now hated by ex-president Jacques Chirac – would be standing a few metres from President Sarkozy of France, basking in the warmth of Parisian hospitality. Were there not a few soldiers in the Bastille Day parade who remembered the murder of 58 of their comrades at the French military headquarters in Lebanon in 1983 and that the French, at the time, blamed Bashar's father, Hafez, for his supposed complicity? But there were no end of cruel Arab regimes represented on the podium yesterday.

There was Sarkozy's co-host at the Mediterranean summit, President Hosni Mubarak, whose secret police regularly use electricity on their prisoners and whose prison guards force inmates to rape each other.

And there were the representatives of Algeria, whose policemen used to pump water into their prisoners till they burst; and Tunisia, where about a third of the population are paid spies for the secret police. And Morocco, where journalists are locked up for offending our latest plucky little king; and Israel, whose gentle treatment of all Palestinian prisoners has to be seen to be believed.

No wonder the French flics and "force de renseignement" and the Arab "mukhabarat" and any number of other dark figures littered the pavements around the Place de la Concorde yesterday. No one, it seems, can forget The Day of the Jackal, although tens of thousands of Arabs might have concluded that there were jackals enough on the podium alongside M. Sarkozy.

The French commentariat had bought the presidential line, prison hook and definitely sinker. "A winning gamble," one of Le Figaro's grovelling writers called it. The French admired Bashar's wife, Asma – a woman whose intelligence and elegance far surpass that of Madame La Presidente Carla, whose purple and red outfit matched the uniforms of the Foreign Legionaires. But the French still haven't learned the secret of Syrian foreign policy. Like the visa hunters in Casablanca, the Syrians wait. And wait. And wait. And in the end, there comes, inevitably, an invitation to Bastille Day.

The Syrians Take Paris

Not so long ago the Syrian First Couple were personae non gratae in Western capitals. But now Syria is back in style…. The invitation to Paris is ostensibly a reward for the the start of indirect peace talks between Syria and Israel (through Turkish mediation.) But it's also recognition that attempts to isolate Syria have failed, and that the West needs Syrian help for resolving some of the biggest problems in the Middle East. For its part, Syria wants to come even further out of the cold. While in Paris, President Assad told French television that in the event of direct talks under American sponsorship, there could be peace between Syria and Israel within two years. So on the Fourth of July 2010, will Bashar be celebrating Independence Day in Washington?….

The Assad regime only wants a package deal, a grand bargain between Syria and Iran on the one hand, and America and Israel on the other, that would settle the cold war for the Middle East. This means that the United States would have to give up once and for all its project for a "new" Middle East, and its penchant for regime change. That might happen on its own in November if Barack Obama becomes president. But a package deal would also have to solve the Iranian nuclear issue, map out the future of post-American Iraq, solve the Syrian-Israeli conflict, the Lebanese-Israeli conflict, and the Palestinian-Israeli conflict all in one go. Would any American president, or any world leader, be able to pull that off in two years? Despite President Assad's rosy prediction, it's hard to imagine him shaking hands in the Rose Garden anytime soon. But at least he'll always have Paris.

Meanwhile Stratfor, the Texas based "intelligence" service, is putting out more total fantasy. For 6 months now, it has been pushing the notion of a coup in Damascus and that Asef Shawkat, the president's brother-in-law, is in jail or house arrest. He appeared on state TV last month, long after the last Stratfor brief explaining that he was under arrest for trying to overthrow the government with a hundred odd officers in the army and intelligence services. A Stratfor source in Syria reported July 11 that the top levels of Syria’s army and intelligence service underwent a reshuffle in the past week. The move came after Maher al-Assad, Syrian President Bashar al-Assad’s younger brother and head of the Republican Guard, learned that elements within Syria’s security apparatus were plotting a coup d’etat for August, the source said. The reshuffling was to be expected, particularly as Syria prepares for a major shift caused by its talks with Israel……

So the Lebanese who don’t like or trust Syria realized that having a Syrian embassy in Beirut is nothing special after all…

And Robert Fisk lived to experience the end of another cycle of “international community” plus “Arab moderates” coalition against Syria that went nowhere because Syria can wait and wait …

And the “far left” Haaretz continues to be logical and understanding of Syria’s side of the equation, but the mainstream Jerusalem Post is as arrogant and blind as usual …

At least everyone agrees that Asma el-Assad is the smartest and most elegant of first ladies around the Mediterranean.

Isn’t that comment a bit disingenuous? Why did it take all these years for Syria to set up an embassy inside Lebanon? Wasn’t it due to the fact that Syria never recognized Lebanon as an independent country? I think a Syrian embassy in Lebanon IS special.

I don’t know much about Asma el-Assad; she’s certainly “easy on the eyes”…

روى شاهد عيان للجنة السورية لحقوق الإنسان أن قرابة خمسين امرأة مسنة كلهن أمهات لمعتقلين في سجن صيدنايا العسكري اجتمعن قبل ظهر يو أمس الثلاثاء (8/7/2008) في إحدى الساحات العامة في وسط مدينة حمص ورفعن لافتات لمعرفة مصير أبنائهن المعتقلين في سجن صيدنايا، ولم تمض دقيقتان حتى حضر رجال بمناظر مشبوهة بدأوا يتحدثون بهواتفهم الخليوية ويصورون المعتصمات. ثم اقترب أحد المراقبين منهن ونصحهن بفض الاعتصام، وأخبرهن أن مدير الفرع (أي المخابرات يريد مقابلتهن)، رفض الأمهات ذلك وأعلموه أنهن لا يردن مقابلة رئيس الفرع وليس لهن عنده حاجة، أتاهم مرة ثانية وكرر طلبه فلم يستجبن، وفي المرة الثالثة أعلمهن بأن محافظ حمص يرغب في مقابلتهن. ذهب النسوة إلى مكتب المحافظ مع عنصر المخابرات وبعد نصف ساعة … حضر المحافظ وقال أنه تأخر حتى يأتيهن بآخر الأخبار من دمشق، كان كلام المحافظ عبارة عن مجاملات ليس فيها معلومات سوى أنه قال أن مهجع أهل حمص في سجن صيدنايا لم يتعرض لشئ مطلقاً وأن الأمر في طريقه للإنتهاء وأن الأمور جيدة.
ومن المعلوم جيداً أن المعتقلين لا يحتجزون حسب محافظاتهم، بل تعمد إدارة السجون إلى تفريق الأقارب وأهل المدينة أو المحافظة لأسباب هي أدرى بها.
إن اللجنة السورية لحقوق الإنسان إذ تعرب عن تأييدها لهؤلاء النسوة وحقهن في معرفة مصير أبنائهن لتطالب بالكشف عن أحوال كل المعتقلين في سجن صيدنايا والسماح لذويهم بزيارتهم والتأكد من سلامتهم.

محاكمات النصف الثاني من شهر حزيران

المنظمة السورية لحقوق الإنسان

بحضور عدد من الأساتذة المحامين و أعضاء السلك الدبلوماسي عقدت محكمة أمن الدولة العليا يوم الأحد 29/6/2008 و أصدرت حكمها:
بإعدام جمال نبعة بن حســن من التبعية اللبنانية و الموقوف منذ تاريخ 25/7/2006 سـنداً للمادة / 265/ من قانون العقوبات و المتعلقة بدس الدسائس من قبل كل سوري لدى العدو لمعاونته على فوز قواته بدلالة المادة / 19 / منه و التي أعطت القضاء السوري اختصاصاً شاملاً لمحاكمة السوري أو غير السوري فيما لو أقدم خارج سوريا على ارتكاب جناية أو جنحة مخلة بأمن الدولة ، و للأســباب المخففة التقديرية المستمدة من المادة / 243 / عقوبات تخفيض العقوبة بحيث تصبح الأشغال الشاقة لمدة عشرين عاماً إضافة لتضمينه الرسم و المجهود الحربي و طرده خارج البلاد مؤبداً بعد تنفيذ العقوبة قراراً مبرماً غير خاضع للطعن و خاضع للتصديق من المرجع المختص.
كما استمعت المحكمة لشهادة أحد الشهود بقضية محمد خير الحلبي و أرجئت المحاكمة لجلسة 28/7/2008 لإبداء النيابة العامة مطالبتها بالأساس.
كما استجوبت المحكمة جوان خليل عكاش من أهالي و سكان عفرين التابعة لمحافظة حلب و المتهم بمحاولة اقتطاع جزء من الأراضي السورية لضمه إلى دولة أجنبية أو تمليكها حقاً أو امتيازاً خاصاً بسوريا سنداً للمادة / 267 / عقوبات، إضافة لاتهامه بإضعاف الشعور القومي سنداً للمادة / 285 / من قانون العقوبات و الذي كرر أقواله السابقة أمام النيابة العامة و اعتمد ما ورد فيها و أرجئت محاكمته لإبداء النيابة العامة مطالبتها بالأساس.
كما استجوبت المحكمة عوكر رمضان بن عبد الحميد من محافظة الحسكة و المتهم بذات التهم سنداً للمواد / 267 285 / عقوبات إضافة لإتهامه بأوصاف جرمية أخرى منها الشغب سنداً للمادة / 338 / و ما بعدها عقوبات، و الذي أنكر انتسابه لحزب العمال الكردستاني و أنكر ما ورد على لسانه من أقوال في الضبط الفوري بعد تلاوة بعض ما جاء فيه من قبل السيد رئيس المحكمة و أفاد أنه لم يخرج من سوريا و لم يغادر للعراق و أنكر جميع النشاطات المنسوبة له في الضبط الفوري و أكد أنها جاءت بالتعذيب و أرجئت محاكمته لجلسة 28/7/2008 لإبداء النيابة العامة مطالبتها بالأساس.
و في اليوم التالي الإثنين 30/6/2008 و بحضور عدد من الأساتذة المحامين و أعضاء السلك الدبلوماسي عقدت محكمة أمن الدولة العليا يوم الأحد 29/6/2008 و أصدرت حكمها:

أحمد الخالد و الموقوف منذ تاريخ 8/9/2005
بالأشـــغال الشاقة لمدة سـتة سنوات سنداً للمادة / 306 / عقوبات و المتعلقة بالانتساب لجمعية تهدف لتغيير أوضاع الدولة الاقتصادية و الاجتماعية بالطرق الإرهابية.
بالاعتقال لمدة ثلاث سنوات سنداً للمادة / 285 / عقوبات و المتعلقة بإضعاف الشعور القومي
و بعد الدغم سنداً للمادة / 204 / عقوبات تنفيذ الأشد بحيث تصبح العقوبة الأشغال الشاقة سـتة سنوات.

حجره و تجريده مدنياً سنداً للمواد / 50 63 / عقوبات إضافة لتضمينه الرسم و المجهود الحربي
قراراً وجاهياً غير خاضع للطعن بالنقض و خاضع للتصديق من المرجع المختص.
على صعيد آخر
صباح 25/6/2008 اسـتجوب قاضي التحقيق العسـكري الثالث بدمشق الدكتور وليد البني ” عضو الأمانة العامة لإعلان دمشق و الموقوف حالياً في سجن دمشق المركزي على خلفية حضور الاجتماع الذي دعت إليه الأمانة للإعلان يوم 1/12/2007 ” بعد أن حركت النيابة العامة العسكرية بحقه تهمة وهن نفسـية الأمة سنداً للمادة / 286 / عقوبات على خلفية إخبار مقدم من أحد نزلاء سجن دمشق المركزي “بتهمة سرقة السيارات ” لإدارة السجن أفاد فيه رسمياً بموجب الضبط المنظم من لدن سجن دمشق المركزي : أنه مكلف من قبل إدارة السجن بمراقبة النزيل المعارض وليد البني كونه نزيل غرفته……و أنه قام بمراقبته و متابعة كل ما يقول أو أي اتصال يجريه أو أي علاقة له مع باقي النزلاء و أنه كان يتابع جميع أموره و ينقلها لرئيس الجناح …… ثم نسب للدكتور البني إعجابه الشخصي بالدكتور عارف دليله و الدكتور كمال اللبواني و المحامي أنور البني و المحامي رياض الترك و نسب له عبارات و أقوال تتضمن مزاعم ما أنزل الله بها من سلطان.
باستجواب الدكتور البني أمام قاضي التحقيق أنكر ما ورد على لسان مخبر إدارة السجن و استنكر التهمة المشينة المنسوبه له و التي وصفها بأنها افتراء وقح لا أخلاقي تتضمن لغة ليست لغته وعبارات غريبة عنه و أكد أن موقوف حالياً في جناح مخصص للصوص و أنه تعرض في بداية اعتقاله للسرقة فخدعه مخبر إدارة السجن بأن لديه صندوق لحفظ الأمانات داخل السجن مستغلاً قلة خبرته و حيلته فاستجر منه بهذه الدسيسة الاحتيالية حوالي ستة عشر ألف ليرة سورية ، و لما طالبه رسمياً عن طريق إدارة السجن بإعادة الأمانة لفق له هذه التهمة الكيدية ، و أكد أنه ليس الضحية الوحيدة لهذا المحتال فقد استجر من نزيل عراقي /68 / أالف ليرة سورية بدسيسة احتيالية مفادها أنه سيتولج توكيل محامي للدفاع عنه ثم تبين كذبه فيما بعد و تهديده للنزيل العراقي بالإفتراء عليه بتهم سياسية فيما لو فكر بتقديم شكوى و أورد الدكتور البني أسماء أربعة شهود على الواقعة و استغرب أن إدارة السجن فرضت على المحتال عقوبة تأديبية و رغم علمها اعتمدت إخباره و أحالة الدكتور البني على أساسه ، و استغرب الدكتور البني التهمة الموجهة إليه و أضاف : كيف يمكن لي أن أوهن نفسية الأمة من خلال شخص واحد ثبتت دوافعه الكيدية تجاهي لإختلاسه المال مني و معاقبته على ذلك من قبل إدارة السجن.
و في سياق متصل فقد أحيل الدكتور كمال اللبواني مؤســس التجمع الليبرالي الديمقراطي في سوريا و الموقوف حالياً في سجن دمشق المركزي بتهمة دس الدسائس لدى دولة أجنبية لحملها للعدوان على سوريا لمدة اثنا عشر عاماً ثم أصدرت بحقه المحكمة العسكرية الأولى بدمشق حكماً آخر بالاعتقال لمدة ثلاث سنوات بتهمة وهن نفسية الأمة .
فقد أحيل صباح 3/6/2008 لدائرة قاضي التحقيق العسكري الثاني بدمشــق لإتهامه مجدداً بوهن نفسـة الأمة سنداً للمادة / 286 / عقوبات و هي المرة الرابعة التي تحرك بحقه هذه المادة منذ عام 2001.
و قد تمّ تحريك الدعوى العامة هذه المرة على خلفية إخبار مقدم من ذات الشاهد في القضية السابقة التي نظرت بحق الدكتور اللبواني أمام محكمة الجنايات العسكرية الأولى و التي صدر بنتيجتها الحكم عليه بالاعتقال لمدة ثلاث سنوات .
و قد أدلى الشاهد و المحكوم حالياً بتهمة السلب بالعنف لإدارة السجن بأنه: أول أمس شاهد الدكتور اللبواني يتحدث مع أحد النزلاء تعليقاً على أخبار كانت قد بثتها إحدى القنوات الفضائية و باعتباره لم يتمكن من سماع ما كان يتحدث به الدكتور اللبواني للنزيل الآخر فقد تحرى الأمر من خلال نزيل ثالث كان موجود بالقرب منهما فتبين له أن التعليق على الخبر و الذي يحمل طابع التمني كان من شأنه وهن نفسية الأمة من وجهة نظره فتقدم بالإخبار لإدارة السجن التي نظمت الضبط اللازم و أحالته للقضاء العسكري لتحريك دعوى الحق العام للمرة الثانية على التوالي خلال عام تقريباً بجناية وهن نفسية الأمة للمرة الثانية ً و للمرة الرابعة منذ عام 2001 الأمر الذي غدا ظاهرة تدعوا للقلق من وجهة نظرنا في المنظمة السورية لحقوق الإنسـان.

من جهتها وبحضور عدد من الأساتذة المحامين و أعضاء السلك الدبلوماسي عقدت محكمة أمن الدولة العليا يوم الأحد 22/6/2008 و استجوبت عدداً من المتهمين تمكنت المنظمة السورية من متابعة أحدهم و يدعى عبد القادر عليان من التبعية الفلسـطينية و الذي كرر إفادته أمام النيابة العامة و أنكر أقواله الواردة في الضبط الأمني و أكد أنها منتزعة بالضرب و التعذيب و أفاد أنه من كوادر الجهاد الاسلامي وهو مسؤول عن موقع ” القدس ” و أنه لا يكفر أحداً و أنه يحارب اسرائيل و أنه كان يرصد المقالات الاسلامية لينشرها على الموقع الالكتروني الذي يشرف عليه .
و في اليوم التالي الاثنين الواقع في 23/6/2008 و وفقاً لمصادر حقوقية أصدرت محكمة أمن الدولة العليا الحكم بالأشغال الشاقة سـبع سنوات على محمد عدنان بكور تولد 1986 الموقوف منذ تاريخ 5/3/2006
بالأشغال الشاقة لمدة ستة سنوات بحق يوسف الترك تولد 1984 و الموقوف منذ تاريخ 7/3/2006
بالأشـغال الشاقة لمدة خمس سنوات بحق عاطف راشد تولد 1984 و الموقوف منذ تاريخ 7/3/2006
و بذات اليوم الاثنين الواقع في 23/6/2008 أصدر القاضي الفرد العسكري السادس بدمشق حكمه بقضية الناشط الحقوقي الأستاذ مازن درويش رئيس المركز السوري للإعلام و حرية التعبير بالحبس لمدة عشرة أيام و للأسباب المخففة التقديرية خفضت العقوبة إلى خمسة أيام و بعد احتساب مدة التوقيف البالغة ثلاثة أيام تصبح العقوبة هي الحبس لمدة يومين سنداً للمادة / 378/المتعلقة بقدح الإدارات العامة – قراراً قابلاً للطعن بالنقض
و في اليوم التالي 24/6/2008 أصدرت غرفة الإحالة بمحكمة النقض قرارها برد الطعن الذي تقدم به البعض من محامي الدفاع عن معتقلي إعلان دمشق الإثناعشر ” د. فداء أكرم حوراني رئيسة المجلس الوطني و عضو مجلس الشعب السابق الأستاذ رياض سيف رئيس مكتب الأمانة وأميني سر المجلس الوطني : د. أحمد طعمة وأ. أكرم البني و الكاتب علي العبد الله عضو الأمانة العامة وأ. جبر الشوفي عضو الأمانة العامة ود. وليد البني عضو الأمانة العامة للإعلان وأ. محمد حجي درويش عضو مجلس الوطني ود. ياسر العيتي عضو الأمانة العامة وأ.مروان العش عضو المجلس الوطني و الكاتب السوري فايز سارة عضو المجلس الوطني و أ. طلال ابودان عضو المجلس الوطني و عليه فقد غدا القرار الإتهامي الصادر بحقهم مبرماً بما جاء فيه متضمناً اتهامات بجناية وهن نفسية الأمة سنداً للمادة / 286 / و جناية إضعاف الشعور القومي سنداً للمادة / 285 / و جناية الانتساب لجمعية تهدف لتغيير أوضاع المجتمع الأساسية بالطرق الإرهابية سنداً للمادة /306 / و جنحة ايقاظ النعرات العنصرية سنداً للمادة / 307 / عقوبات إضافة لجنحة تأسيس جمعية سرية و من المتوقع أن يمثل معتقلي إعلان دمشق أمام محكمة الجنايات بعد نهاية العطلة القضائية لشهر تموز و التي تنتهي في 15/7/2008.
من جهته فقد أصدر القاضي الفرد العسكري السادس بدمشق بتاريخ 29/6/2008 حكماً بالسـجن لمدة سـتة أشهر بحق الكاتب و الناشط الحقوقي الأستاذ محمد بديع دك الباب تولد 1949 و الموقوف منذ تاريخ 2/3/2008 بالحبس لمدة سـتة أشهر سنداً للمادة / 278 / عقوبات و المتعلقة بالنيل من هيبة الدولة خارج سوريا على خلفية مقال سبق له و أن نشره في احد المواقع الالكترونية تحت عنوان ” دمشق عاصمة الثقافة العربية ” و الذي انتقد فيه السيد وزير الإعلام السوري على أدائه في مقابلة على احدى القنوات الفضائية.
ما زالت المنظمة السـورية لحقوق الإنسان تتوق لانفراجات حقيقية على صعيد الحريات العامة و حقوق الإنسان و تصبو للشروع في حزمة الإصلاحات الموعودة و المنشودة و التي ينتظرها المواطن السوري بفارغ الصبر.

With all due respect, you don’t know what you’re talking about. Long articles like these are often stuck in the spam filter, so you didn’t see the few others posted by majhool earlier in the day. But I do since moderators have to approve them before everyone else can view them. While to your point many post annoying long articles, at least they’re usually just one at a time. Majhool on the other hand tends to bombard (comments, articles, etc.)

Do you know how many embassies Syria has? … Syria has less than fifty embassies … does that mean that we Syrians have our eyes on Tanzania where no Syrian embassy exists?

Damascus Beirut is closer than Damascus Aleppo … All Arabs (including the Lebanese) are allowed into Syria without a visa … many Lebanese people drive into Syria to have lunch and go back an hour later.

There is not much real need to have an embassy .. but I understand the symbolic significance.

You obviously never read any of Fisks book, the man criticizes the Brits more than the french. I suggest you check out his very long yet insightful The Great War for Civilization. He shreds the British and the work of their empire to pieces
